SBA proposed to amend the definition of “competent foundation closure space” to get rid of ambiguities in the regulation and to be consistent with SBA's interpretation from the statutory text. SBA been given a comment noting that area 1701 on the 2018 NDAA amends this definition efficient January 1, 2020, and suggesting that SBA amend this de
